General Description of Position:

Under the direction of the Senior Vice President and Chief Financial Officer, this position sets policy and supports senior leadership in the areas of Finance, Sponsored Programs Accounting/Grant Management and College-wide Procurement. This position assists the SVP/CFO with developing long-range plans and cost-benefit analysis of programs and services. Serves in a key executive leadership role on the Finance senior leadership team directing the fiscal strategy and operations of the College. Responsible for ensuring compliance with federal, state, and local regulations and accurate accounting and reporting of College grants, maintaining functionality of College procurement systems, developing and refining College procurement policies, and identifying and assisting with coordination of statewide purchasing efforts. Serving as liaison to suppliers, the role is responsible for the maintenance and compliance of key vendor contracts. This position is responsible for managing a team of Ivy Tech buyers throughout the Ivy Tech system.

Major Responsibilities:

Organize the purchasing activities at all Ivy Tech Community College locations into a coordinated, centralized purchasing function.

Supervise Sponsored Programs accounting and Grants Management staff to ensure the accurate accounting of post award funds. Including but not limited to:
o Develop budgets for Systems Office grants and review budgets developed by campuses
o Submission of final approved proposal received from Grant Development to the granting agency
o Provide project director orientation and grants budget training
o Fiscal reporting
o Track cost share obligations
o Oversee internal and external audits

Implement and lead a procurement team of statewide buyers.

Lead the development of specifications for equipment, materials and services.

Work closely with campuses to build a culture of compliance, long-term cost savings and sound business practices.

Develop and implement policies and procedures to facilitate the most economical and expeditious methods of purchasing goods and services College-wide.

Identify, evaluate and assess suppliers for all key commodities from perspective of cost, effectiveness and supply.

Establish strategic partnerships with key suppliers based on thorough assessment of capabilities and performance.

Develop and execute training plan that provides for required level of purchasing capabilities.

Lead in the preparation, issuance and evaluation of RF(x).

Assist College’s legal counsel with drafting contracts and agreements for purchase of goods and services.

Manage procurement systems, including Ivy Market, Bonfire and Contract Management.

Establish metrics and quantitative objectives for purchasing performance consistent with College objectives in terms of cost, quality and service level.

Act as a change agent for financial processes for the College.

Develop long range financial projections and cost-benefit analysis of programs and services.

Assist in execution of sale of bonds to support the construction of facilities throughout the state.

Serve in a key executive leadership role on the SVP/CFOs leadership team directing the fiscal strategy and operations of the College.

Other duties logically associated with this position may be assigned.

Minimum Qualifications:

Bachelor’s degree in a related field (accounting, economics, finance) with five (5) years’ experience in financial management and planning required.

Three (3) years of supervisor experience required.

Excellent written and oral communication skills and ability to demonstrate strong customer service is required.

Experience with Microsoft Word and Excel is essential.

Preferred Qualifications:

Master’s degree in a related field strongly preferred.

Banner and procurement systems experience desirable.

Familiarity with governmental or quasi-governmental accounting and procurement desirable.
