Ivy Tech Community College of Indiana, founded in 1963, is the state's largest public postsecondary institution and the nation's largest singly accredited statewide community college system. It serves as the state's engine of workforce development, offering affordable degree programs, certificates, certifications, and training aligned with the needs of its communities and courses and programs that transfer to other colleges and universities in Indiana. Ivy Tech Community College is accredited by The Higher Learning Commission.

Ivy Tech Community College was pleased to be the selected vendor to provide correctional education and vocational programs to the Indiana Department of Correction. Ivy Tech has a 4-year contract to provide adult education services that began July 1, 2021 and a 3 ½ year contract to provide vocational programs that began January 1. 2022. Both contracts can be renewed for 4 years based on performance. Through these contracts Ivy Tech will serve at least 3,500 incarcerated students annually, providing opportunities for these students to improve their educational skills, earn their high school equivalency diploma or earn a nationally recognized, portable short-term certification in a high-demand industry. These contracts employ 141 staff.

Ivy Tech seeks a State Director of Correctional Education. The State Director will be a visionary leader who possesses exemplary communication and interpersonal skills and understands the both adult education and the higher education and corrections environments. This individual will have a passion for changing students' lives and supporting their re-entry aspirations. This State Director will be able to develop positive and collaborative working relationships with Wardens and other IDOC representatives as well as Ivy Tech contracted educational program managers, licensed and qualified teachers, and administrative staff.  The qualified individual will be student-centered, politically astute, dynamic, and committed to a culture of diversity and inclusion. The State Director will report to the Chancellor of Ivy Tech’s Madison campus but will operate out of the campus’ IDOC Administrative office in Plainfield, Indiana.

 
Major Responsibilities:
  • Responsible for Ivy Tech’s contracted performance including: educational and vocational program quality; enrollment; financial management; program monitoring and professional development.
  • Communicate and creates a culture of accountability and empowerment of facility staff relative to established performance metrics.
  • Supervise, lead and develop the two (2) Regional Coordinators; Career and Technical Education Coordinator, Assessments Coordinator and Special Education Coordinator to ensure they are driving educational results in the facilities.
  • Ensure compliance to state and federal policies and procedures for adult education and vocational programs.
  • In collaboration with the campus’ finance office, creates annual facility-level budgets to provide education and vocational programs.
  • In collaboration with the campus’ human resources office, participates in recruiting, interviewing and making recommendations for hiring of personnel.
  • Visit facilities once a month. Visits should be designed for recognition of employees and information gathering in order to remove obstacles that hinder the success of educational and vocational programs.
  • Represent the College at graduation and special recognition events at facilities.
  • Participate in all program audits and supports facility audits, as requested.
  • Responsible to design and maintain quality professional development programs for Ivy Tech’s IDOC-embedded employees.
  • Ensure all staff complete annual, mandatory IDOC or Ivy Tech training.
  • Lead regular Cabinet meetings and department meetings, as appropriate, that include essential direct reports and Ivy Tech staff.
  • Ensure the safety, health and wellbeing of all Ivy Tech employees housed in correctional facilities.
  • Cultivate and propose new opportunities to partner with the Indiana Department of Correction or Department of Workforce Development.
 
Minimum Qualifications:
  • Bachelor’s Degree required; Master’s Degree or doctorate degree preferred. 
  • Must possess excellent organizational, planning, evaluation, interpersonal and communication skills and have an ability and willingness to travel.
  • Must be adept at resolving individual and group conflicts, and must have excellent written and oral communication skills.
  • Proven ability to identify key issues and to carry forward an idea or project from conception to execution.
  • Demonstrated experience in executing change management, continuous improvement or problem-solving activities.
  • Track record of thinking conceptually and mastering complex subject matter quickly.
  • Good judgment, discretion, tact and the ability to work easily with senior leaders within the education, government and business sectors.
  • Proven ability to partner well with colleagues both in and outside of the college.
  • Ability to promote an inclusive environment that reflects the broad diversity and backgrounds represented by our students and employees and which every individual feels respected and valued.

This position will remain in effect at least until 6/30/2025 or as long as Ivy Tech Madison holds the State contract for IDOC education.

Pay and Benefits:

Salary range of $3270 - 3600 per pay over 26 pays depending on qualifications. Ivy Tech employees have access to a variety of health and welfare benefits.
